Institute for Women’s Alternative Education (KAPAL Perempuan)

KAPAL Perempuan Institute was formed in 2000 to build a women’s movement to promote a peaceful society that supports social and gender justice, pluralism, and the elimination of violence against women. MAMPU Program has supported KAPAL Perempuan since 2012. Together with its network of local partners, KAPAL Perempuan is empowering women and strengthening their leadership to improve women’s access to government services and programs. Supported by the MAMPU Program, KAPAL Perempuan works in 6 provinces, 8 districts and 25 villages.

Approach developed as MAMPU Partner:

Sekolah Perempuan − Informal Women’s School initiative: a community-based informal education initiative to empower poor women and develop local leaders who can advocate for women’s rights and policies and budgets that support women’s access to services.
Gender Watch initiative: monitoring government social protection programs through Community-Based Gender Audit (AGBK) teams helps improve accuracy of beneficiary data to increase poor women’s access to National Health Insurance (JKN).

Achievements through MAMPU Program:

Sekolah Perempuan has been replicated in an additional 43 villages using government funding in Gresik, East Java (10 additional villages); Lombok Utara (29 villages) and Lombok Timur (4 villages) in 2018.
Advocated for village regulations and budget support for women’s participation in village development planning meetings (Musrenbangdes), Gender Watch and Multi-Stakeholder Forums in Pangkep in South Sulawesi, Gresik in East Java, North Lombok and East Lombok in West Nusa Tenggara.
Organised village development planning meetings for women (Musrenbang Perempuan) in East Lombok and North Lombok.
Head of Pangkep district in South Sulawesi passed a regulation on the participation of women and CSO networks in the Joint Task Force (Tugas Panitia Bersama/TPB).
Involvement in collective advocacy in Sukabumi, West Java, which influenced the passing of a district regulation (Perbup) to formalise the involvement of citizens and CSOs in collecting data on beneficiaries in their communities. This aims to improve targeting of government social protection programs.
Support livelihoods programs for women with disabilities through a local disability persons organisation (NEKAF) in Kupang, East Nusa Tenggara who are also members of Sekolah Perempuan.
