Representatives of MAMPU Program and its partners participated in a seminar entitled Building State Capacity to Innovate in Achieving Indonesia’s Development Objectives in the Australian Embassy on Thursday (19/1). The two day event aimed to explore the challenges of building state capability to innovate in achieving development objectives.
Fleur Davis, Minister-Counselor for Governance and Human Development of the Australian Embassy gave the opening remarks. The event was also filled with overview of book entitled Building State Capability: Evidence, Analysis, Action by Michael Woolchock, Lead Social Development Specialist, World Bank.
In this discussion, Michael Woolchock presented a clear, evidence-based analysis of development failures and explained why development failures persist in a nation. He also proposed an approach to overcome the failure, Problem-Driven Iterative Adaptation (PDIA) which works based on four core principles. This principles focus on solving locally nominated and defined problems in performance, creating an ‘authorizing environment’, evaluating and engaging broad sets of agents to ensure that the reforms are relevant.
Head of Fiscal Policy Agency, Suahasil Nazara, and Director of Poverty Alleviation and Social Welfare, National Development Planning Agency (BAPPENAS), Vivi Yulaswati were the key speakers in the second session. Anna Winoto, Program Delivery Director, Indonesia Governance for Growth (KOMPAK) was the moderator.
In second session, Vivi stated that there are several things to note in PDIA approach.
“There are several important stages in PDIA program. All parties should show relevant results and impactful benefits of the proposed program as well as be able to sell the replication ideas to leaders in central and local governments,” Vivi said.
It is expected that through this event, the government and broad sets of agents could offer a realistic reform solution for Indonesia.
