About MAMPU

MAMPU is an Australian Government (DFAT) and Government of Indonesia (BAPPENAS) partnership working to improving the access of poor women to essential services and other government programs in order to achieve gender equality and women’s empowerment and support the achievement of Government of Indonesia Sustainable Development Goals (SDGs) targets.

For MAMPU, women’s empowerment is both the goal in itself and the means to achieving the goal.

MAMPU reaches out to marginalized women by working with civil society organizations − our MAMPU Partners − to empower women and influence government policies at the local and national levels. MAMPU strengthens Partners’ capacity, expands their networks and connects them with strategic stakeholders and policymakers.

MAMPU Partners advocate changes, which directly support Indonesia’s commitment to the SDGs, by developing promising ‘models’ and approaches in five thematic areas:

• Improving access to government social protection programs
• Improving conditions of employment and removing workplace discrimination
• Improving conditions of women’s overseas migration
• Improving women’s health and nutrition
• Reducing violence against women

How does change occur on MAMPU?

MAMPU’s Theory of Change connects three broad overlapping outcomes emerging over the 8-year lifespan of the initiative.

Since 2012, MAMPU has focused on improving ‘capacity and readiness for collective action’ among partners (short-term outcome). To do so, MAMPU has been supporting development of financial and administrative systems, partners ability to build and maintain their networks of local sub partners, and cooperate with external parties, in particular government and the media.

This ongoing support includes technical assistance, stakeholder analysis, annual planning, developing the evidence base, convening, and linking to outside organisations to form new relationships and coalitions of support.

From 2015, MAMPU support will increase the ‘voice and influence’ of women at various levels (medium-term outcome). At the village level, women will be more involved in decision making and their ongoing participation increasingly recognized in formal village regulations and resource allocation. At the district, provincial and national levels, MAMPU’s contribution is reflected in policy decisions that contribute to improving women’s access to services.

Over the longer term (from 2017 to 2020 and beyond), MAMPU expects these changes to contribute to improved ‘access to essential services’ for poor women on a greater scale as decisions and policies that benefit women are implemented through an ongoing commitment to reform. By supporting Partners over the life of MAMPU to develop women’s empowerment and collective capacity and trial new solutions to improve access and quality of services for women, these models are increasingly recognised and adopted by the government.
