KOMNAS Perempuan Holds Coordination Meeting to Introduce SPPT-PKKTP

In order to develop a common understanding of the concept of the Integrated Criminal Justice System for the Handling of Cases of Violence Against Women (SPPT-PKKTP) and the plan for the implementation of the national priority program “Strengthening the Violence Against Women and Children System”, the National Commission on Violence Against Women (KOMNAS Perempuan) held a coordination meeting in Jakarta on Thursday 28 February 2018. This is one of the efforts to build support to accelerate the application of the concept of SPPT-PKKTP by consulting with the relevant ministries/agencies.
Two key outcomes from the coordination meeting are outlined below:
- The consensus that the SPPT-PKKTP is important because the judicial system that now exists according to the Criminal Procedure Code does not accommodate the rights of the victims.
- There is a joint agreement for the strategy of accelerating the implementation of SPPT-PKKTP by implementing it in several different pilot areas. The results of mapping and discussion for 1 day were as follows:
- Central Java: SPPT-PKKTP has started to be replicated at the district level, there will be trials in three
- Central Kalimantan: look at the importance of accommodating customary law that does not harm the victim.
- Maluku: different efforts will be made by the Maluku Islands considering the different geographies of other regions. The province will ensure the victimsâ testimonies can be received in other forms such as using video recordings.
- DKI Jakarta: improving the management of local funds for handling cases of violence.
- Assistant Deputy for Women’s Rights Protection, Ministry of Women’s Empowerment and Child Protection (PPPA), Usman Basuni, noted achievements and follow up:
- MoU SPPT-PKKTP at the National level has been established in conjunction with all relevant ministries/agencies, but not all parties involved in the MoU have signed a mutual agreement.
- Throughout 2018, KPPPA will accelerate their engagement on establishing SPPT-PKKTP through the following:
- Focus their resources on eastern Indonesia.
- Hold internal discussion about cooperation between deputies or assistant deputies regarding SPPT-PKKTP at least in three
- Allocate funds from budget for SPPT-PKKTP in several provinces, namely North Borneo, East Java, Bengkulu, Bali and Southeast Sulawesi.
- Director of Law and Regulations and Directorate of Family, Women, Children and Sports at Bappenas, Woro Srihastuti Sulistyaningrum noted achievements and follow up:
- SPPT-PKKTP is included in the RPJMN 2015-2019 as a national priority (policy direction 3.5: preventing violence against children and women).
- Bappenas supports SPPT-PKKTP through planning and budget commitments.
- There needs to be integrated training to harmonize perceptions and/or development of IEC (Information, Education and Communication) tools related to SPPT-PKKTP.
- SPPT-PKKTP needs to be linked to the SDGs as one of the tools to accelerate the achievement of these Goals in Indonesia.
