SARI Strengthening Migrant Workers’ Network in Wonosobo

On October 25, SARI, Migrant CARE’s partner supported by  MAMPU held a workshop entitled “Penguatan Jaringan Buruh Migran untuk Pengawalan Perda No. 8 tahun 2016”. This workshop is conducted to strengthen the participation of migrant workers, relevant stakeholders, religious leaders, community leaders, academicians and other civil society organisations.

Since 2015, Local Regulation Draft (Raperda) on Migrant Workers Protection has been discussed by the drafting team. Furthermore, together with the team, SARI and members of the BMI have conducted a public dialogue and hearings to Pansus 3 DPRD.

On June 7, 2016, the Regent of Wonosobo, Eko Purnomo, S.E., M.M. has finally signed Local Regulation Draft (Raperda) No. 8 of 2016 on the placement and protection of Indonesian migrant workers. The Local Regulation (Perda) sets the tasks and authorities of local governments, regulates the obligations of the Indonesian Migrant Workers from Wonosobo.

In his speech, Mulyadi, the Director of Social Analysis and Research (SARI) mentioned what the Local Regulation encompasses.

“This law provides liabilities and provincial authorities to protect their migrant workers, as well as the rights and obligations of the migrant workers themselves.”

Furthermore, the new Local Regulation stated that the returning migrant workers should fulfill their post migration obligations.  Some of these obligations are conduct a medical checkup at the nearest Public Health Center and self-report to the Local Government (PEMDA) where they reside.

“Prospective migrant workers also have the rights to access information especially about the type of work and the wage they will earn,” Mulyadi added.

The government will also guarantee the workers’ safety and security in the destined country during and post migration. They will also follow up the process until the migrant workers return to the home country.

Annisa Hanifa, one of the former female migrant workers and a migrant workers’ rights activist views this Local Regulation as an accommodating tool for migrant workers. She hopes public and relevant institutions will take a part in overseeing its implementation.
