Socialisation of National Health Insurance Study Results Phase II in Manado, North Sulawesi

Yayasan Kesehatan Perempuan (Women’s Health Foundation), Jaringan Perempuan Peduli Kesehatan (Women’s Health Care Network – JP2K) and Swara Parangpuan, which supported by MAMPU Program, were conducting socialisation of National Health Insurance Study Results Phase II, on the implementation of the National Health Insurance (JKN) scheme in relation with the needs of women and sexual and reproductive health services. The event was held in the North Sulawesi BKKBN Hall, in Manado on 4 August 2016.

There were three resource persons on this event: dr. Dina Diana Permata (Head of the Department of Health Services BPJS Regional X), dr. Jimmy Lalita (Head of Health and Social Security, Manado City Health Department), and Zan Jabil Wakid (BPJS Survey Coordinator). The participants of socialisation were representatives of the parties that related to the survey of studies, such as: 4 districts representatives, Village chief, respondents, 10 health centers in the Manado city, clinics, and hospitals. In addition, there were also representatives from the Department of Social Welfare, BPJS, Department of Health, NGOs, AJI (Indonesian Journalist Association), and also media.

From the study, it was found that:

• Most of Manado citizens ever heard and familiar with BPJS, but only about 61% that have become participants. The reason of the 39% citizens who hasn’t participated in BPJS yet is because they do not know the procedures and unable to pay the premiums.
• Community knowledge on reproductive health services that are covered by BPJS is low due to lack of socialisation. The socialisation that has been done does not improve the public knowledge in accessing BPJS and its procedure.
• For medical personnel and administrators, there are still many of them who do not understand the difference between Jaminan Kesehatan Nasional (national health insurance plan – JKN) and Badan Penyelenggara Jaminan Sosial/ BPJS (Health Social Security Agency).
• There are still many medical personnel and administrator who do not know about reproductive health services that are covered by BPJS.
• The working mechanism in BPJS on the technical services order is not clear that there was substantial complaint at the time of service carried out by the technical and administrative personnel.
• 100% of Manado citizens are agree with BPJS presence and services.

The study also mentioned some recommendations, such as:

• The need to increase the dissemination not only provides membership information, but also procedures on how to get the service and complaint mechanism.
• The need to increase reproductive health services for better serve the community in the provision of supporting facilities (medical devices, medical professionals, and pharmaceuticals).
• The need of formation of JKN complaints forum related to reproductive health services.

Not only through public discussion, Swara Parangpuan also conducted a radio broadcast socialisation with RAL Manado, which was delivered by the Director of Swara Parangpuan, Nurlaili, and coordinator of the JKN survey, Zanjabil Wakid.
