The Australia-Indonesia Partnership for Gender Equality and Woman Empowerment (MAMPU) Program is a joint initiative by the Government of Indonesia (GOI), represented by the National Planning and Development Agency (BAPPENAS), and the Government of Australia, represented by the Department of Foreign Affairs and Trade (DFAT).  MAMPU Program goal is to improve the access of poor women in Indonesia to essential GOI’s services and programs in order to achieve gender equality and women’s empowerment, and support the achievement the GOI’s Sustainable Development Goals (SDGs) related to MAMPU program priorities. MAMPU Program focuses on improving GOI’s policies, regulations and services through partnership(s) between inclusive coalitions of civil society organizations and other institutions that are concerned with and committed to helping resolve gender issues in development.

MAMPU is working in five thematic areas: (1) improving women’s access to Government of Indonesia social protection programs; (2) improving conditions of employment and removing workplace discrimination; (3) improving conditions for women’s overseas labour migration; (4) improving women’s health and nutritional status; and (5) reducing Violence Against Women (VAW).

Accordingly, MAMPU will undertake a two phased research study to. Using primarily qualitative methods, the first phase will take an exploratory approach to uncover how and why local women’s groups in selected locations successfully influenced the allocation of the Village Funds. In the second phase, MAMPU plans to collaborate with two research institutions – Abdul Latif Jameel Poverty Action Lab Southeast Asia (JPAL SEA) and the Centre for Monetary and Financial Studies (CEMFI) in Madrid. Both institutions possess significant expertise applying experimental methods (including Randomised Control Trials) to research development problems. To ensure dialogue between Phases 1 and 2 of the study, CEMFI and JPAL SEA will be involved throughout Phase 1.

MAMPU will engage a research organisation to undertake the first phase of study. We are seeking the submission of proposals detailing technical capability and financial costs to carry out this assignment within the designated time frame.
