RFP: Penyusunan Rencana Strategis Penghapusan Kekerasan terhadap Perempuan dan Pemenuhan Hak Korban Tahun 2020-2025

Program MAMPU bertujuan untuk meningkatkan akses perempuan miskin di Indoensia terhadap layanan penting dan program pemerintah lainnya dalam rangka mewujudkan kesetaraan gender dan pemberdayan perempuan. Melalui MAMPU, organisasi masyarakat sipil (OMS) bekerja sama dengan Pemerintah Indonesia, parlemen dan berbagai pemangku kepentingan lainnya di tingkat pusat dan daerah untuk menyempurnakan kebijakan, peraturan dan akses terhadap layanan pemerintah yang berdampak pada perempuan miskin dalam lima area tematik berikut; (1). Meningkatkan akses terhadap program perlindungan sosial Pemerintah Indonesia (2). Meningkatkan kondisi pekerjaan dan penghapusan diskriminasi di tempat kerja (3). Meningkatkan kondisi buruh perempuan untuk migrasi keluar negeri (4). Meningkatkan status kesehatan dan gizi perempuan; dan (5). Mengurangi kekerasan terhadap perempuan.

Dalam Tematik-5: Mengurangi kekerasan terhadap perempuan, MAMPU bekerjasama dengan Komisi Nasional Anti Kekerasan Terhadap Perempuan / Komnas Perempuan, sebuah lembaga negara yang independen untuk penegakan hak asasi manusia perempuan Indonesia.

Periode kepemimpinan Komnas Perempuan ke depan (2020-2024) akan bersamaan dengan periode terakhir pelaksanaan Rencana Pembangunan Jangka Panjang Nasional (RPJPN 2000-2025). Periode ini merupakan momen yang tepat untuk merefleksikan perubahan-perubahan yang terjadi terkait perlindungan dan pemenuhan HAM perempuan terutama hak untuk bebas dari kekerasan dan diskriminasi, baik dalam tataran  regulasi, perspektif dan infrastruktur untuk penghapusan kekerasan dan diskriminasi terhadap perempuan, serta bagaimana Komnas Perempuan sebagai mekanisme nasional HAM berkontribusi terhadap perubahan tersebut. Untuk itu, perlu adanya penyusunan Rencana Strategis (Renstra) Komnas Perempuan yang akan menjadi pedoman bagi Komnas Perempuan untuk menetapkan program berdasarkan mandatnya, serta akan menjadi rujukan bagi Pemerintah dalam mengembangkan kerangka kerja penghapusan kekerasan terhadap perempuan. Dokumen Renstra ini akan diserahkan kepada BAPPENAS agar dapat menjadi rujukan dalam pengembangan Program-Program Pencegahan dan Penanggulangan Kekerasan terhadap Perempuan.

MAMPU mengundang konsultan / organisasi yang memiliki keahlian dan pengalaman di bidang pengembangan organisasi, fasilitasi penyusunan rencana kerja organisasi atau bidang lain yang terkait untuk menyampaikan proposal sebagai tim konsultan pelaksana Penyusunan Rencana Strategis Penghapusan Kekerasan terhadap Perempuan dan Pemenuhan Hak Korban Tahun 2020–2025 sebagaimana dijelaskan dalam RFP dan TOR terlampir.

The Australia-Indonesia Partnership for Gender Equality and Woman Empowerment (MAMPU) Program is a joint initiative by the Government of Indonesia (GoI), represented by the National Planning and Development Agency (BAPPENAS), and the Government of Australia, represented by the Department of Foreign Affairs and Trade (DFAT).  MAMPU Program goal is to improve the access of poor women in Indonesia to essential GoI’s services and programs in order to achieve gender equality and women’s empowerment, and support the achievement the GoI’s Sustainable Development Goals (SDGs) related to MAMPU program priorities. MAMPU Program focuses on improving GoI’s policies, regulations and services through partnership(s) between inclusive coalitions of civil society organizations and other institutions that are concerned with and committed to helping resolve gender issues in development.

 

MAMPU and MAMPU partners in thematic area-5 “Reducing Violence against Women”, have found relatively low government budget allocation for handling VAW issues. Moreover, there is a gap between the number of policies related to women’s rights and budgetary allocations to uphold the rights of women, especially for women victims of violence. Whereas, if it is not handled seriously, there will be a significant impact on communities and the state. A strategy to build public, government and parliament awareness about the significance of this issue is to provide evidence from a study that systematically attempts to quantify the costs of VAW. MAMPU is seeking to recruit a qualified consultant team to undertake this assignment, to generate a credible and defensible estimate of the costs of Violence against Women in Indonesia informed by widely accepted standards.

 

MAMPU is seeking to recruit a qualified consultant team to undertake this assignment to achieve the objectives of: (i). Generating a credible and defensible estimate of the costs of Violence against Women in six local governments in Indonesia, informed by widely accepted standards. This should include calculation and analysis of the direct and indirect costs of VAW and multiple social and economic impacts, (ii) providing evidence that contribute to advocacy for VAW Budget allocations and policies at local and national levels.
