KOMNAS Perempuan Updates President Jokowi on the Progress of the Draft of Sexual Violence Elimination Bill

The National Commission on Anti-Violence against Women (KOMNAS Perempuan) met President Joko Widodo at the State Palace, Jakarta on Wednesday, 8th June 2016. The chairwoman of KOMNAS Perempuan, Azriana, reported the development and progress of the draft of Sexual Violence Elimination Bill to the President Jokowi.

KOMNAS Perempuan stressed the importance of the protection of sexual violence victims in the bill. The current draft has entered the national legislation program (Prolegnas). KOMNAS Perempuan is one of the organizations that supports the legislative process of the bill. Currently, the draft is going through the finalization process. KOMNAS Perempuan together with other women’s rights activists will submit the draft formally to the Parliament in early July.

KOMNAS Perempuan has found 15 forms of sexual violence experienced by women, including children. Sexual violence experienced by women and girls have the similar impact. The existing regulations only have limited protection. Therefore, Indonesia needs a new law to protect sexual violence victims.

The emphasis of the bill draft is protection of victims and weighing the punishment for the perpetrator. To ensure sexual violence is not repeated, it needs not only punishment but also prevention efforts that involving various parties.

Some forms of punishment offered by KOMNAS Perempuan are the principal criminal (e.g. imprisonment, rehabilitation, restitution) and additional criminal (e.g. restriction of movement, social work, confiscation of property, judge’s verdict).

In the bill draft, KOMNAS Perempuan also gives a special chapter for the victim’s recovery.

President Jokowi strongly supports the discussion of this draft, and the government is committed to escort this draft to become a bill.

The meeting was attended by Minister of Social Affairs, Khofifah Indar Parawansa, Minister for Women and Children Protection, Yohana Yembise, and Secretary of State, Pratikno.
