Public Consultation on Draft Regulations for Protection of Home Workers by BITRA

Yayasan BITRA Indonesia conducted a Public Consultation on the Draft Local Government Regulations (Ranperda) for the Protection of Home Workers on 21 January 2016 in Medan.

The consultation was attended by 80 people who included home workers, members of Serikat Pekerja Rumahan-Sejahtera (a home workers’ union), representatives of employers/agents, the Manpower Office (Disnaker) for North Sumatra, Disnaker Medan, Disnaker Deli Serdang, Women’s Empowerment, Children, and Family Planning Agency (PPAKB) for North Sumatra, North Sumatra House of Representatives (DPRD), the Department of Industry and Trade (Disperindagsu), the Industrial Relations Court (PHI PN) in Medan, NGOs, Trade Unions/Labour Unions (SP/SB), the Women’s Grassroots Community Forum (FKPAR), participants from print and electronic media, academics and universities.

The recommendations resulting from the consultation included the need for regulations that aim to protect home workers in North Sumatra because this policy is not part of Law No. 13 of 2003. The proposed regulation will be initiated by the institution and become one of those on the Prolegda (the agenda for the local legislation program) for 2016. Attending as the guest speaker was the Head of the Employment Protection Office for North Sumatra Province, Fransisco Bangun SH MH, the Vice Chairman of the North Sumatra DPRD’s BPPD (the agency that draws up regional regulations), H. Ikrimah Hamidi ST.MSi, lawyers from the adhoc Industrial Relations Court (PHI) in North Sumatra, Kristim M Tobing SH. MHUM, the academic Agus Mufidah, and the Director of BITRA, Wahyudhi.
